If the Emigration officer at Hong Kong acted fully to the fore... instructions I think he is not to blame - Reference is made to letters from him to the Govt of Dec 1854 & Jan 155 & to the Governor's reply no 32 of 23 Jan /55.
The Governor in his turn reported fully to this office the circumstances under which he deemed authorized The qualified certificates I think there is little more to be said.
But if the latter failed the report I think the opinion should be noticed.
It may be as well to ask the Harbour Master also as to his interpretation of the double check - but if he merely followed the lead of the Emigration Officer I think he cannot receive an adverse comment.

Mr. Jadis reports that as previous papers on the case of the 'Alfred' have been sent by the Govt to the Secretary of State, I quite agree with him that no severe censure on the Officers concerned is desirable I think it absolutely unnecessary to point out to them that very subordinate Officers in a distant and petty Settlement do not possess...
